I’m not sure if you’re referring to the Alexa app on your phone or in your car’s infotainment system.
If you’re referring to your car’s infotainment system, calling with Alexa does seem to be supported, based on this page from the Cadillac website. It says “With available Alexa Built-In,† you can use voice commands to stream select favorite music, get directions, make calls, change your radio station and get routes to the nearest dealership — on the go.”
I’d watch this setup video to make sure you’ve done everything correctly. If it’s still not working properly, you may need to contact your dealership for support.

Hi Daniel. I followed your instructions to the letter. Managed to get music from Alexa but could not call contacts. Finally went to the Cadillac dealer. They tried eith an android and Apple phones. No luck. After hours of experimenting it was found that the Cadillac “Q system ” could not discover either phone. The answer was to jard wire the phone to the “Q system” with a removable cable. This brought Alexa to life. Bottom line is your information is spot on and there was no problem with Alexa. It appears to be a 2019 cadillac issue regarding the car computer not recognizing the phone. All is well now. I hope this experience helps others. Thank you
