I do have a smart plug and a fan. Is it possible for Alexa to turn on my fan if the outside temperature exceeds a certain value? I have temperature sensitive things in a room of my home, and would like automate “keeping them cool”.

Thanks so much for your question!
Without a smart thermostat or some other way of measuring the temperature, this would be challenging – however, in researching your question, I learned that the 4th Generation Echo and 2nd Generation Echo Plus both have temperature sensors built in! If you have one of those units, it would only be able to measure the temperature in the room it’s in, but that’s probably better than measuring the temperature outside.
