Is there a way to create a second Alexa account and simply sign into the appropriate account at the location I’m at?

I’m not sure I’m following – do you mean that you will be bringing your Echo devices with you to each location? If so, you certainly can bring the devices with you and register them with different accounts, although there are upsides and downsides to doing so.
First, I would recommend using only one Amazon account for both locations, so you could retain your settings. As an example, if you used Flash Briefings and had them set in a specific order, you would have to set them all up again on a second account.
Amazon does support creating “Household accounts” for other members of your family, who get most (but not all) of the Prime benefits. For instance, if you create a 2nd Amazon account as part of your Household, you would not have access to Prime Music without paying for the 2nd account to have access.
Additonally, an advantage of using one account would be that you could still use the existing smart plugs or lights you have set up at your other house at anytime. “Alexa, turn on the kitchen lights” at random intervals throughout the day would certainly confuse anyone watching your other house. Keep in mind that if you use only one account in both locations, you should give any smart plugs or smart lights different names to avoid confusion.
There are other pros and cons that I am not thinking of that are probably very unique to your situation. I would recommend trying it out with one account first, then adding a second account if it seems like it’s not working out for you.
